The best way to bring up lingerie to her is to gradually work toward it. Start by setting the mood such as cooking dinner for her, doing nice things around the house, pay attention to the little things, bring her flowers, etc. I know all that stuff sounds cliché and overused but 

it works. More than likely she will probably know you are up to something and will be preparing herself for some type of question or request- just because we like the romantic stuff does not mean we are ignorant. 

During a conversation, you can just bring up the fact that she is sexy and a sexy little outfit on her would be amazing. Focus in on how sexy it would make her feel, how it would turn you on, etc. Woman like to hear that they are desired- just don’t overdo it!
